All advertising, design, print and marketing services required by Lincolnshire County Council will be purchased using a new management software, Panacea Software provided by Panacea Applications Ltd.
The council would like to make sure that as many suppliers as possible are considered for any requirements which they may be able to fulfil.
The purpose of this change to the framework is to ensure that the council is getting value for money. This means that the lowest cost will not always be the deciding factor when work is procured, but quality of work and level of service will also be taken into consideration.
The software will, however, use live rates supplied by approved suppliers to calculate the price for any job specified. Design and print suppliers will be required to complete the price matrices relevant to their organisation, in line with the instructions in the user manual.
Through automating the estimating process it will ensure that each company is considered for every appropriate requirement.
To request an account, visit the Lincolnshire County Council portal and follow the instructions in the online manual. This explains how to download each relevant matrix, test, amend and approve a supplier's prices for use by the council.
