Greater Lincolnshire Councils Embrace Devolution for Economic Growth and Community Wellbeing

In a significant move towards local empowerment, councils in Greater Lincolnshire have given the green light to an ambitious devolution deal. Devolution involves the transfer of powers and funding from the national government to local authorities, allowing decisions to be made at a more localised level.

The objective is to expedite decision-making processes, leading to accelerated growth and increased job opportunities. The approved devolution deal marks a crucial step toward bringing decision-making powers and funds from central government closer to the communities, businesses, and people they impact. This shift aims to facilitate faster, more tailored decision-making, ensuring better outcomes for businesses and residents alike.

To operationalise this level of devolution, North Lincolnshire, North East Lincolnshire, and Lincolnshire County councils are proposing the establishment of a county combined authority (CCA), an independent body chaired by an elected official, typically referred to as a Mayor. Residents of Greater Lincolnshire would play a pivotal role in electing this Mayor, thereby influencing the direction and decisions of the CCA.

The councils have unanimously agreed to adopt the Greater Lincolnshire Devolution Proposal. Before formally submitting the proposal to the government, the councils are now engaging in a comprehensive consultation with residents across Greater Lincolnshire to gather diverse perspectives and insights.

The proposed devolution promises significant benefits for local businesses, focusing on:

  1. Infrastructure Investment. Localised decision-making and strategic planning to turbocharge business growth, address low productivity, and boost key sectors generating high-wage, high-skill jobs.
  2. Environmental Sustainability. Long-term strategic planning to safeguard the environment and facilitate the development of high-quality housing, catering to the needs of diverse demographics.
  3. Skills Development. Local commissioning of skills and training programs to attract and retain a younger workforce, aligning skills with industry needs, and fostering economic opportunities.
  4. Regional Advocacy. A stronger regional and national voice to advocate for increased investment, collaborate with the government on priorities, and harness the potential of emerging green jobs.
  5. Water Management. A strategic approach to managing water as an asset, addressing coastal erosion, flooding threats, and supporting agricultural growth, manufacturing innovations, and carbon capture initiatives.

Financial Commitments

The devolution deal brings substantial financial commitments, including:

  • £24 million per annum for 30 years, totalling £720 million, dedicated to infrastructure and skills development.
  • A multi-year transport budget with flexibility to address local priorities.
  • Funding for adult education prioritising local needs over national priorities.
  • £28.4 million one-off capital investment for priority projects in Greater Lincolnshire.
