What is the Business Support?
Are you a supplier bidding for, or planning to bid for NHS contracts?
From April 2023, for all new contracts above £5 million per annum, the NHS requires suppliers to publish a Carbon Reduction Plan (CRP) for their UK scope 1 and 2 emissions and a subset of scope 3 emissions as a minimum (aligning with PPN 06/21).
From April 2024, the NHS has proportionately extended the CRP requirements to cover all new procurements.
- To ensure the CRP requirements are extended in a proportionate and relevant manner to all new procurements from 1 April 2024, the policy is applied in a two-tiered approach.
- a full CRP is required for procurements of high value (£5m per annum exc. VAT and above) and new frameworks operated by in-scope organisations, irrespective of the value of the contract, where relevant and proportionate to the framework.
- a Net Zero Commitment (NZC) is required for procurements of lower value (below £5m per annum exc. VAT and above £10k exc. VAT).
- The NZC requirements include selected key requirements of a full CRP.
- A supplier who has already published a compliant CRP for April 2023 is ready for their next in-scope procurement provided they keep their CRP up to date.
