Heather is responsible for ensuring that all procurement undertaken by the City of Lincoln Council complies with current legislation. With 36 years of experience in Local Government and 10 years specialising in procurement, Heather brings a wealth of knowledge and expertise.
Heather will provide a concise overview of the PA23, reflecting on its first 12 months in practice. She’ll also share recent caselaw developments and highlight key lessons learned, what’s working well, and where challenges remain.
Megan Rice, Senior Procurement and Commercial Officer at Lincolnshire County Council
Megan brings a wealth of expertise to Lincolnshire County Council, where she currently works as a Senior Commercial and Procurement Officer within the Commercial Infrastructure team.
She plays a pivotal role in shaping procurement strategies and driving commercial excellence across the Council. Her career began in the field of law, providing her with a strong foundation in regulatory frameworks, contract negotiation, and analytical thinking. This legal grounding has proven invaluable as she transitioned into commercial and procurement roles, where she has since built an extensive track record of ensuring compliance. Megan is a key contributor to the council’s commercial initiatives and works closely with colleagues across departments to support sustainable and cost-effective procurement outcomes.
